Sue Chapman

Local Development Advisor

Sue is seconded from Hertfordshire County Council (HCC) to help partnerships make sense of and apply evidence locally, in their day-to-day early intervention work. Sue’s focus is on maternity and early years and reducing parental conflict agendas, and linking these into the development of local Family Hubs.

Sue is passionate about designing and improving public services to ensure families get the best help as soon as they need it. 

While at HCC, Sue implemented the Parenting Support strategy and the local children’s centres programme, culminating in the My Baby’s Brain and Five to Thrive programme. Later, Sue was operational manager of the Supporting Families Programme, where she helped implement a partnership approach to embed whole-family early help, including leading a partnership workforce development programme. In 2018, she was seconded to DWP to lead the team of Regional Integration Leads to help local areas implement a system response to reducing parental conflict, before returning to HCC to improve the integration of SEND and early help in Hertfordshire.
